Description

Department Operations - Create/maintain department guidelines. Manage department organizational structure and maintain organizational chart. Propose/execute department sub-groups and project team structures. Contribute to inter-discipline, client, vendor, or inter-branch dispute resolution. Support HR efforts to keep HRIS database information up to date. Track department performance statistics for staffing levels and chargeability. Review/approve employee expense reports. Authorize computer access security levels.

Department communications - Plan/book/conduct periodic department meetings. Identify operation risk/liability concerns and forward to operation management.

Health, safety, and environmental - Support health, safety, and environmental (HSE) programs. Facilitate atmosphere of concern for HSE issues.

Business development support - Facilitate maintenance of latest career information on employee resumes. Support Business Development (BD) proposal efforts. Maintain client contact.

New Employee Orientation - Facilitate work share opportunities. Conduct initial screening of candidate resumes. Assign employee to team and obtain office space, computer, and software. Order business cards and arrange for new employee orientations. Facilitate atmosphere where new employees first impressions are positive.

Employee allocation - Authorize employee timesheet submissions for project chargeable hours, and training. Track/control/authorize vacation hours. Create long term staffing projection (up to 12 months). Approve department management team, overall client lead, and group leader vacation requests. Ensure department vacation coverage and workarounds. Propose competent leads to projects and assign functional teams to projects. Facilitate employee reallocation and unplanned employee absence activities.

Employee development program - Create/track department training budget. Plan/execute employee development program. Facilitate mentorship of employees. Review/approve/file training requests. Track external training opportunities. Plan/execute external training, internal engineering design systems (EDS)/engineering applications (EA) training, and internal department training. Facilitate development of internal department training courses. Chair department employee development meetings.

Employee performance management program - Track employee/team achievements and employee performance issues. Plan/administer/execute 90-day/yearly performance reviews. Track/follow up on employee remediation plans and reviews. Department employee/team recognition budget creation/tracking. Employee reductions - Facilitate work share opportunities. Determine employment issues and market pressures. Identify chronic or systemic employee concerns. Conduct planned reductions or facilitate unplanned employee reductions.

Technical competency assurance program - Create/maintain department Engineering Practices. Facilitate employee adherence to generally acceptance engineering/design practice. Facilitate department software verification. Facilitate standardization of calculations/analysis/studies/reports. Facilitate standardization of equipment specifications/data sheets/selection. Facilitate contribution to engineering/design knowledge. Facilitate intranet based technical resources. Enforce adherence to regulatory codes and standards. Enforce adherence to engineering laws and guidelines. Enforce adherence to client guidelines whenever practical. Enforce adherence to corporate guidelines.

Quality assurance/ quality control program - Maintain guidelines on department quality assurance and quality control procedures. Maintain typical technical audit justification guidelines. Review/approve project quality plans. Maintain typical technical audit questions and methodology. Plan/conduct/issue technical audits. Facilitate CAD checking, verify adherence to technical competencies. Facilitate engineering/design technical checking, verify adherence to technical competencies. Chair quality circle meetings and incorporate quality program findings into employee development program and department documentation. Maintain control over department Professional Engineer list, periodically verify status. Monitor permit to practice signoff checklists.

Project Scope/Cost/ Time Management Facilitate meeting project scope/cost/time management requirements through the use of department guidelines and programs.

Project Quality Management - Facilitate meeting project quality management requirements through the use of department guidelines and programs.

Project Risk Management - Facilitate meeting project risk management requirements through the use of department guidelines and programs.

Project Communication Management - Facilitate meeting project communication management requirements through the use of department guidelines and programs.

Project Human Resource Management - Facilitate meeting project human resource management requirements through the use of department guidelines and programs.

Project Procurement Management - Facilitate meeting project procurement management requirements through the use of department guidelines and programs.

Requirements

Bachelor of Science Degree in Civil/Structural engineering. PE is preferable. 20 to 30 years of offshore industry experience. Play a major role in the structural engineering and greenfield design of large modules/topsides for offshore oil & gas platform facilities. Work includes development of all associated engineering documents. Must be able to take a hands-on role in the design and analysis of structures as well as provide supervision/guidance and coordination to junior engineers and designers.

Must have previous experience in the engineering of decks & modular units for offshore oil & gas platforms, including the design and analysis of topsides, appurtenances and related secondary structures for the full range of load conditions to which they may be subjected.  Must have experience with and be very familiar with SACS and must have experience of working in a team environment and taking a lead role.   Full knowledge of analyses for Inplace, Loadout, Transportation, & Lift.

Well versed with AISC, APR RP2A (WSD & LRFD), SACS software and processes applicable to offshore structural designs. Familiarity with offshore engineering/fabrication practices and trends. Experience with previous Canadian Offshore projects is a plus.
